About us
The City of Stoughton is embarking on completing our Comprehensive Plan by June 2026, to help guide our growth and development for the next 20 years, from 2026 to 2046. Our current plan has been instrumental in enhancing our City in many ways over the last 9 years – from revitalizing Central Stoughton to improving key pedestrian zones that have enhanced our City’s connectivity and accessibility.
The Parks and Open Space Plan was updated in 2024 to align with the Comprehensive Plan, including the exploration of a park improvement fee. The Sustainability plan was adopted in 2024 and provides goals and objectives that will align with the comprehensive plan.

Since the Last Comprehensive Plan Update

Parks and Open Space Plan highlights
2024: Update the City’s Comprehensive Outdoor Recreation Plan, responding to advice in this Comprehensive Plan, including exploration of a park improvement fee. This plan supports Stoughton’s long-term growth and local ordinances while also aiding grant applications for parks and recreation projects in Wisconsin.

Transportation highlights
Public Works is committed to maintaining roads, enhancing connectivity, and ensuring safe travel. Since the last Comprehensive Plan, roundabouts have been added at US 51 & 138, US 51 & Roby, and Hoel (2022/23). Additional road improvements outlined in the Plan are set to begin in 2025. Work with WisDNR and Dane County on possible regional bike path to connect with central Dane County to the north, and the Ice Age Trail corridor to the south and/or west.

Sustainability Plan
City’s Sustainability Plan was updated with a strong focus on bicycle and pedestrian safety. Many ongoing projects from previous plans continue to shape the City’s future and will be addressed in the upcoming implementation Matrix.
